Advocating for an Equitable Clean Energy Future


At EnerCity Collaborative (ECC), we are committed to ensuring that Black, Indigenous, People of Color (BIPOC) and other underrepresented communities have a seat at the "Inner or Ener circle" in shaping the clean energy economy. Our advocacy work is centered on advancing climate solutions that not only address environmental challenges but also uplift historically marginalized voices in policy decision-making.

We believe that clean energy policies should be inclusive, equitable, and reflective of the diverse communities they impact. Through strategic partnerships, policy engagement, and grassroots organizing, ECC works to bridge the gap between clean energy initiatives and the communities that have traditionally been left behind.

Beyond policy, our advocacy extends to ensuring that BIPOC communities have equitable access to safe, affordable, smart, healthy, and energy-efficient housing. We champion programs and initiatives that promote home performance upgrades, energy justice, and resilience planning, empowering residents to thrive in a sustainable future.

As a recognized leader in equitable climate action, ECC is an active member of key policy and industry groups, bringing our mission and expertise to the forefront of local, state, and national conversations. Our engagement helps shape policies that drive meaningful, long-term benefits for BIPOC communities. ECC is a proud sitting member of:

  • The Portland Clean Energy Community Benefits Fund (PCEF) High Road Advisory Council

    The PCEF High Road Advisory Council (Council or HRAC) was created to provide guidance to PCEF staff regarding workforce and contracting issues including, but not limited to, the following:

    • Workforce and Contractor Equity Plan that defines measurable and ambitious goals for workforce and contracting diversity on PCEF grants, and capacity building that may improve the ecosystem of inclusive workforce and contractor development.

    • Workforce and Contractor Equity Agreements that set requirements and goals for diverse workforce and contractor utilization, positive jobsite trainings, wages, reporting, and contractor payments.

  • Oregon Clean Energy Workforce Coalition

    The Oregon Clean Energy Workforce Coalition seeks to reduce barriers to entry to the clean energy economy with programs targeting opportunity youth and adults in custody. The OCEWC, which PCE launched in 2022, is composed of stakeholders from around the state working together to build equitable and inclusive career pathways to meet the dynamic needs of the energy sector. Coalition members include representatives from state, Tribal, and local governments, labor unions, workforce development boards, education and training providers, employers, and community-based organizations.

  • The Home Performance Guild of Oregon

    The Guild works collaboratively with its members, partners, community groups, and governmental organizations, to:

    • Support current and emerging businesses and construction professionals

    • Provide education and training programs; and

    • Advocate for residential construction contractors and their employees

  • Interstate Renewable Energy Council (IREC) Weatherization Program Enhancement and Innovation Advisory Group

    Oversees work related to the $2M Department of Energy award to IREC to lead a data-driven campaign to strengthen and diversify the Weatherization Assistance Program (WAP) workforce.

  • The Interagency Task Force on Healthy Homes

    Develops tools to compile and collect comprehensive information on services, programs, and other resources related to housing and home-related health in Oregon; shares data, metrics, and strategies for the deployment of programs to improve home-related health; and determines how best to leverage funds across programs and agencies to maximize success and improved outcomes.

  • Building Performance Association Allied Partner

    The BPA Allied Partner Network brings organizations together whose missions and visions align to make America’s homes more comfortable, healthy, and energy efficient. Together, this network strengthens our collective position on policy initiatives and moves the industry forward through research, workforce development, education, and training.
