ECC provides education and job training opportunities for BIPOC at the frontline of climate change, helping them identify, understand, and pursue their contribution to a clean energy future by: 1) building a diversified workforce of clean energy residential contractors, 2) increasing community health by improving the durability, resiliency, and indoor air quality of people’s homes, and 3) increasing training to minority contractors and community members’ to help them better understand the intersection between a healthy home and an energy efficient home.
Who We’re Looking for
We’re seeking a Program Manager to lead a multi-year residential energy workforce training initiative aimed at credentialing contractors from diverse backgrounds. The ideal candidate will bring a solid foundation in project management, developed through hands-on experience. You’ll be highly organized, capable of effective communication across a broad network of project partners, and deeply motivated to address climate change while fostering diversity within the building industry. Skilled in partnership management, you’ll work to broaden program participation and outreach, ensuring these training programs advance cutting-edge knowledge in building science and residential energy auditing, particularly within underserved communities. Job Summary
The Program Manager for Contractor Training is a new position that will be responsible for planning, implementing, and reporting on the various grant-funded contractor trainings that ECC offers. This role requires: a passionate commitment to making space for the economic improvement and health of Black and underserved communities in the clean energy economy; organizational skills; and autonomy.
Key Responsibilities
Manage the implementation of a multi-year residential clean energy workforce training program that will develop an energy auditor and weatherization workforce across the Portland metro area.
Collaborate with internal teams and external public and private sector partners to achieve successful training outcomes, ensuring compliance with government and utility funding requirements, reporting, and contractual obligations.
Lead the implementation of additional residential clean energy workforce training projects that increase technical knowledge of energy efficient and sustainable practices within the residential building and contracting industries.
Assist with developing new educational strategies that create clean energy career pathways and increase equitable opportunities for historically underserved populations in the residential building and contracting industries.
Oversee the issuance of professional educational credentials.
Participate in program-specific marketing activities to drive program participation, in collaboration with EnerCity Collaborative team members and marketing partners.
Establish and maintain processes for managing scope during the project lifecycle, setting quality and performance standards and assessing risks.
Report project outcomes and/or risks according to project work plan and grant reporting requirements.
Lead the development of a contractor support program.
Organize and lead contractor convenings, such as community of practices meetings.
Support workforce grant program development and implementation.
Support equipment grant program development and implementation.
Coordinate trainings including: outreach to partner organizations; contacting students; securing venues and catering for training; budget tracking; and invoicing.
Required Qualifications

Minimum of 3 years of experience as a manager leading programs or projects.
Minimum of 2 years experience managing direct reports and / or subcontractors.
Demonstrated commitment to work that aligns with EnerCity Collaborative's mission to ensure the financial, environmental, and health benefits of a clean energy economy are fully realized in BIPOC, underserved, and frontline communities.
Exceptional skills with organizational capacity, follow-through, and ability to keep stakeholders informed.
Strong relationship-building skills and experience as a networker and convener.
Excellent interpersonal communication, writing, and editing skills, and the ability to work collaboratively with a team.
Ability to plan for future initiatives and participate in strategic planning and development.
Proficiency in Google Suite and Microsoft Office Word, Excel, and PowerPoint, with an ability to quickly learn new online platforms.
Preferred Skills
3+ years of experience as a manager leading multi-year programs or projects.
2+ years of professional experience in the construction industry, clean energy, and / or energy efficiency sectors.
Experience managing utility and / or government-funded programs or contracts, including reporting and compliance requirements.
Experience developing and delivering training programs for building industry professionals.
Proficiency in Learning Management Systems (LMSs), MonkeyPod, and / or Adobe InDesign.
Spanish and/or second language proficiency.

Salary
$68,000 to $73,000 a year
